An infuriating, heart-wrenching, and absolutely vital piece of journalism. Thank you.

It's a second level of evil when you don't give a damn about going after poor people.

Thank you, Jeff. I am so happy you have developed this story to show everyone what is happening. I am very happy we had a very long "coffee" at the Grounds in 2021.

Every once in a while I check the Wyoming Department of Environmental Quality's enforcement "database" just to see what polluters they have caught and what actions have been taken. I use quotes around database because the system is really a pdf management filing system as it does not allow for finding about the issues or whether they have been resolved? While the people of Laramie are rightly concerned about their drinking water, they do not appear to be concerned about the violations emanating from these mobile home parks that lie along the Laramie River. Some questions I have is when does WYDEQ enforce and do they ignore violations for so long that it results in significant investment by the new owner to correct the issues?

It takes a lot of effort to even inspect these systems if they are permitted by WYDEQ and even more effort to enforce on these units. I am pretty certain Country Meadows has not resolved their significant issues that were identified in April of 2021. Interesting read and I wonder if anyone at the City are aware of these issues?

The State DEQ goes to Country Meadows regularly to test the water, matter of fact they were up there last week. Impact has had to put the maintenance man through an online course so he can treat their water. Impact does ZERO to very little when it comes to Due Diligence prior to buying anything. Also, Country Meadows is not a Laramie Park and isn't even close to the river but yea.

Well maybe they did correct the issues but the resolution went to a Boise address and not to the Coleridge CO one?

Yes that is the addy for the former District Manager for Impact in SD,WY,ID and maybe a few other States. Please see my above post for more info as to the progression of that issue. Have you looked at the Wyoming office of the public utilities commission in Cheyenne and what happened about Impact charging Fees for access to Water, Sewer and Garbage? They were unlawfully charging tenants fees to access these services without being a public utility. Well the State had to send them a letter warning them to cease and desist the fees. They stopped charging them after 21 months of doing so and yet DID NOT return the residents money. Here is some info on what they did and the outcome for them in Wisconsin. They play the same game everywhere. https://datcp.wi.gov/Pages/News_Media/DATCPAGKaulAnnounce$75%2c000JudgementAgainstManufacturedHomeOperators.aspx#:~:text=DATCP's%20investigation%20determined%20RV%20Horizons%20and%20Impact
