Looks like UW will just continue to knuckle under. The "freedom caucus" and the trustees will run amuck until there's nothing left. I despair for the future of Wyoming, it looks damned bleak.
It seems to me that if UW runs the conferences itself, it might be accused of violating the directive. But if the conferences are run by independent organizations which rent space from UW, so that UW is simply renting out a venue to them, those organizations would be protected by the Constitutional right of freedom of association and in fact UW COULD NOT legally discriminate against them. This might be a workaround which satisfies everyone.
